Leadership Team

At Health Integrated our team is our most valuable resource. Over 220 dedicated professionals share our vision of integrating health with life and are passionate about making it happen everyday. We built our company with a diverse complement of expertise in medicine, technology, marketing, and business management. For every individual we work with, Health Integrated can draw upon a multi-disciplinary team of experts in behavioral and medical health, including nurses, physicians, psychiatrists, psychologists, behavioral health professionals and educators, to drive lasting change and deliver the greatest impact on clinical outcomes and utilization.

Our management team shares the same vision and passion. Collectively they possess a vast range of clinical, scientific and business expertise that is now focused on the single mission of delivering Targeted Population Management programs for our health plan partners.


Shan Padda, Chairman and CEO

Shan provides the overall strategic leadership and visionary direction for Health Integrated. Shan has a consistent track record of vision, leadership, and success in the healthcare industry. Before joining Health Integrated, Shan co-founded and directed a number of companies in the medical technology area. Two companies initially founded by Shan were sold to private buyers, and one was taken public and traded on the NASDAQ Exchange. Under his tenure, the company approached $70 million in annual sales and had market capitalization of approximately $450 million. Shan was named to the Chicagoland Entrepreneurial Hall of Fame in 1995, and was named Illinois High Tech Entrepreneur of the Year in 1998. Shan currently sits on a number of private company boards and is a graduate of Harvard University.


Sam Toney, M.D., Vice Chairman and Chief Medical Officer

Dr. Sam Toney provides primary clinical, program and criteria oversight for Health Integrated and brings over twenty years of expertise in designing and implementing successful specialized behavioral health disease and case management programs across the country. A board-certified psychiatrist, Dr. Toney founded Health Integrated in 1996 in response to the growing need for sophisticated care management systems that address both the medical and behavioral health issues affecting patient care. He served as the National Medical Director for a large managed behavioral health organization and developed a chain of outpatient mental health centers and both multi-specialty IPA and Primary Care Networks throughout the country. Dr. Toney’s experiences reinforced his belief that the combination of medical and behavioral care improves clinical outcomes and reduces costs for payers. Dr. Toney is licensed to practice medicine in over 14 states and is also board-certified in Utilization Review and Quality Assurance.


Thomas M. Bendoraitis, CPA, Chief Financial Officer

Tom has more than twenty years experience in the health insurance industry. In addition to providing financial management, Tom has also managed the delivery of customer services, account and network management services, and systems management and development. Prior to joining Health Integrated, Tom served as Executive Vice President and Chief Financial Officer of Magellan Behavioral Health where he had responsibility for the financial operation of Magellan's managed behavioral health businesses. He also served as Chief Financial Officer and Chief Operating Officer at Human Affairs International, Inc., a former subsidiary of Aetna, Inc. that specialized in managed behavioral Healthcare and employee assistance programs. Tom earned both his bachelor’s degree in accounting and his master's degree in business administration from the University of Connecticut.


Craig Wigginton, Chief Operating Officer and Chief Technology Officer

Craig brings nearly 20 years of product development, software engineering and architecture experience, with recent success in healthcare supply chain management, medical and behavioral health management and telecommunications.

Prior to joining Health Integrated, Craig led the technology team at Neoforma as the Chief Technology Officer and led the technical evaluation of inorganic growth opportunities as the Chief Technical Strategist. During his tenure, he was the chief architect of the NeoConnect™ platform responsible for revolutionizing supply chain connectivity for acute care hospitals in the US. Craig is passionate about the adoption of data standards to drive quality of care and efficiency in healthcare and served on the Board of the Coalition for Healthcare eStandards (CHeS) and as an At-Large Member of the Health Information Business Communications Council (HIBCC).

Before focusing his career on improving healthcare in the United States, Craig was one of the founding engineers of Pharos Technologies and held various technical leadership roles with Centillion Data Systems, Ameritech and E-Span. Craig is a graduate of the College of Engineering at Northeastern University, Boston, Massachusetts.
