The presentation will be given in conjunction with the National Association of State Comprehensive Health Insurance
Plans (NASCHIP). These state-created and overseen insurance plans are for high-risk individuals who have been
denied coverage in the commercial insurance market. Nearly all risk pool members have chronic illness or very
complex, rare diseases and these plans provide a safety net, guaranteeing that everyone can purchase insurance
protection.
High risk pools have been established or are being created in 32 states and have average annual growth of 15 to 20%.
Each of these high risk pools lose money each year, with 40-60% of the costs subsidized by the insurance industry
and/or public funding. These are the individuals in greatest need of appropriate and coordinated care, leading these
plans towards Advanced Care Management, which incorporates utilization management, case management and disease
